First order of business: READ THE MANUALS!

 Author’s note:  It is highly unlikely this article will received by much of an audience.  Consequently, I do not expect it to gain any momentum for serious consideration.  However, I decided to publish it with the hope I would find a few who are receptive to my progressive views on the subject.  

I did briefly consider submitting this to QST magazine, but after reviewing their guidelines, I determined it would most likely need to be rewritten to avoid rejection.   Besides, I would have to relinquish my rights to it if it was accepted.  The same appeared to be true of CQ magazine as well.

Undoubtedly, this post will primarily benefit me as an exercise in communicating my thoughts in written word.  However, I would like the reader to know I would consider this writing successful if it generated any thoughtful discussion.  Therefore, if you are motivated in any way to comment please do so.

As a thorough exposition of the subject would likely not concern non-amateur radio readers, I’ll exclude background information and move directly to the main purpose of this post.

As we humans are generally resistant to change, I acknowledge this could be a contentious issue.  However, it is apparent to me that, by and large, the RST system has become  irrelevant.  By irrelevant I mean to say a signal report such as 59 or 599 does not maintain the same meaning as originally intended.  I have observed, more often than not, a report of this nature is a simple acknowledgement of reception and does not convey any useful information.  In other words, a signal report of 59 cannot be true if continual request is made to repeat the report.  Perhaps the current system can be modified to clearly make known the quality of the transmitted signal at the receiving station.

I have two proposals to submit to the amateur radio community for modifying the RST system.

The first is to change the values for each component of the report to a scale ranging from 1 to 3.  These values would represent the following:

• Readability

1 = Extreme Difficulty

2 = Moderate Difficulty

3 = Solid Copy

• Strength

1 = Weak

2 = Good strength

3 = Near full quieting

• Tone

1 = Serious problem with tone

2 = Some difficulty with tone

3 = Near perfect tone

The premise for this proposal is to promote efficient, expedient and meaningful reporting to the opposite operator.  As we are licensed by virtue of providing a service to our respective communities, it is incumbent upon us to operate in a manner that displays our proficiency.  Instituting and maintaining proper operating practices lends credibility to the amateur radio service.

Particularly with contesting and DXing, there is no value in exchanging the obligatory 59 or 599 report.  Nor would this practice allow a sufficient explanation to anyone making an inquiry of it.  It would be more suitable to discontinue signal reporting  all together in these activities as an RST report is not a required exchange so far as the FCC Part 97 rules apply.  A more germane exchange could be substituted.  One’s license class would be such an example.

Moreover, the simplification of the current RST code would reduce ambiguity in normal operations in which signal reporting is usually regarded with more conscientiousness.  For example, consider the degree of difference between the values on the current readability, strength and tone scales.

The value of 1 on the readability scale corresponds to an unreadable signal.  This would suggest that no communication is possible.  A value of 2 corresponds to a barely readable signal.  This indicates only an occasional word is distinguishable.  Either case would approximate the same result since communication could not be established without a majority of words being distinguishable.  Therefore, there is no advantage in having two separate scale degrees.  Communication is either possible or it isn’t.

The 1 to 9 scale for strength introduces greater degrees of uncertainty as there can be much interpretation as to the thresholds between 4 (fair), 5 (fairly good), 6 (good), 7 (moderately strong) etc.   Obtaining the number from an S-meter is a common method to establish the value, but as all amateur radio operators know, this measurement is purely subjective.

As for the tone scale, any value other than 9 on the tone scale is almost never utilized.  I have observed this even in instances where there is noticeable chirp on a signal.  I would be completely stunned to receive any disagreement with this.  However, it is still necessary to maintain a scale in order to report keying problems to the station one is contacting.

While I welcome debate of the particular meaning of each code on this proposed 1,2,3 scale, I am convinced of the merits of such a simplified system.  First of all, it is easier to remember.  Thus, it would make reporting more expedient and promote honest reporting.  Second, it is efficient because it eliminates ambiguity.  Rather than assigning a value open to interpretation, this system immediately conveys conditions at the receiving station.  If  additional information on the quality signal is desired, that information may be offered or requested with the report.  Q-signals already fulfill most of this need.

The second proposal makes one small alteration to the above by changing the numerical assignment of each degree.  Instead of 1, 2, 3 the values would be 1, 5, 9.  Therefore, adoption of the system may be more agreeable among opponents as it would closely resemble current customs.

Here’s what it would look like:

• Readability

1 = Extreme Difficulty

5 = Moderate Difficulty

9 = Solid Copy

• Strength

1 = Weak

5 = Good strength

9 = Near full quieting

• Tone

1 = Serious problem with tone

5 = Some difficulty with tone

9 = Near perfect tone

So, one can see common reports such as 55(9) or 59(9) would still be appropriate, however, the meanings would necessarily change to render them more useful.

I’m certain a change of this degree to well established operating procedure is likely to provoke opposition, and I acknowledge it would be no small effort to implement.  However, I see no acceptable argument for rejecting consideration of such a proposal.  Nor do I agree with maintaining tradition if obvious benefits are manifest in a new method.   Therefore, I would like to solicit discussion and debate from the amateur radio community to determine if any motivation exists to pursue a course of action.

Long story short, these filters are susceptible to a process that degrades them over time.  The result is the receiver losing sensitivity to a point that renders it unusable -in essence “deaf” if the filters aren’t integrated properly into the circuit.

I got the information from a post I saw on the (Kenwood) TM-D710_TM-V71 Yahoo Group I belong to.  Apparently, the TM-D710 has this design flaw.  I have not looked for any further for information to confirm or deny these claims, so please comment if you have any additions or corrections.

Currently, I have two Kenwood TM-D700s and a TS-570, all of which have provided excellent performance and reliability.  I have never experienced a serious issue with any of these radios.  Last year at Dayton Hamvention I decided to purchase the Kenwood TM-D710 over the Yaesu FTM-350 based on this track record, so I regret reporting this.  I’m quite disappointed by Kenwood’s oversight.  According to one comment, this could have been avoided if the engineer(s) would have read the spec for this component.

I should point out, Kenwood is not the only manufaturer using these filters, but the TM-D710 relates specifically to me and several people I know.
